From March 3 to 12, 2025, LLC “Tahlil va Mashvarat” is conducting training sessions for 25 educators and staff members of the Republican Institute for Advanced Training and Retraining of Education Sector Employees, its branches, as well as education departments and offices. The training is led by an international expert from the United States, Judd Shearer, and focuses on the use of TEACH tools.

This training is commissioned by the Ministry of Education and Science of the Republic of Tajikistan as part of the “Learning Environment – The Foundation of Quality Education” (LEARN Project), supported by the World Bank. The project aims to enhance the quality of teaching and learning in Tajikistan’s schools. One of the key objectives of “Tahlil va Mashvarat” within this project is to train instructors on the use of TEACH tools and engage them in future research.

TEACH is a classroom observation methodology developed by the World Bank. This tool assesses teacher-student interactions, teaching methods, and overall instructional quality.

As part of the research, the quality of the educational environment in general secondary education institutions (both those participating in the LEARN project and control groups) will be evaluated using the OECD school user survey tool, “Jointly Improving Learning Spaces.” This tool collects data on the actual use of learning spaces, teaching and learning methods applied in classrooms, satisfaction with school conditions, and perceptions of various aspects of the educational environment among beneficiary groups.

Additionally, “Tahlil va Mashvarat” specialists will develop a survey mechanism, including an observation plan and schedule, school sampling, and tool adaptation. They will recruit and train trainers and observers for classroom observations, conduct observations using TEACH tools, and prepare reports and presentations on the research findings.
