Study within the Chemonics International project on the development of the land use rights market

The research and analytical company “Tahlil va Mashvarat” is conducting a study titled “Assessment of Farmers’ Knowledge, Attitudes, and Practices Regarding Land Reform and Land Use Rights” in collaboration with Chemonics International Inc., which is the implementing partner of the USAID “Feed the Future” program in Tajikistan.

The primary objective of the project is to capitalize on the next wave of land reforms in Tajikistan by addressing knowledge gaps and technical barriers that hinder the development of the land use rights market. The project aims to strengthen the legal framework of the land market and implement a broad range of capacity-building initiatives targeting both government officials at the national and local levels, as well as the private sector. This will facilitate the adoption of market principles and support active public awareness initiatives, fostering demand for a functional land use rights market.

Project Objectives:

  • Improvement of land policy and regulatory framework governing market transactions.
  • Implementation of market principles for land use rights in agriculture.
  • Simplification of land registration procedures.
  • Expansion of knowledge and protection of the agricultural land market.

The annual research conducted by “Tahlil va Mashvarat” focuses on collecting data on the project’s performance indicators, which helps the Chemonics International team monitor progress and make timely decisions regarding necessary adjustments.

The assessment is conducted based on four key performance indicators:

  • The percentage of individuals trained on land use and property rights within the project framework.
  • The percentage of individuals with access to land for construction or service-related organizations.
  • The number of individuals with secured land use rights and legally recognized documentation.
  • The level of farmers’ awareness of their rights.

“Tahlil va Mashvarat” also tracks the number of farmer inquiries submitted to the State Unitary Enterprise “Real Estate Registration” within the program’s target districts, as well as the number of individuals who have received land use certificates. The activities carried out help assess the project’s effectiveness, including information campaigns, training sessions, and seminars for farmers.

Surveys of seminar participants provide insights into the work of NGOs responsible for conducting these events with project funding.

At the end of each project year, a large-scale survey is conducted among 1,200 households engaged in farming to determine their awareness of land use rights and opportunities in 12 target districts of the Khatlon region: Jaihun, Jomi, Yavan, Khuroson, Kushoniyon, Vakhsh, Levakant, Rumi, Dusti, Kubodiyon, Shaartuz, and Nosiri Khusrav.
